Regulations for Private Operation of River Navigation Routes

Legislative Diploma No. 743, dated July 13, 1934

In response to Starred Question No. 568, raised in the Goa Legislative Assembly on July 5, 1995, by the late Shri Manohar Parrikar, then-Law Minister Shri Dominic Fernandes informed the House that 43 Portuguese enactments remained in force in the State of Goa. These laws were detailed in Annexure I of the reply, with Legislative Diploma No. 743, dated July 13, 1934, listed at Serial No. 20.

As no authoritative English translation of this Diploma was available in the public domain, Goa Kaido—assisted by Artificial Intelligence—has prepared this English rendering. This initiative aims to make all such Portuguese enactments accessible to legal researchers, academicians, and the general public. Legislative Diploma No. 743 specifically regulated river crossings in Goa, permitting private individuals to operate routes using steam or mechanical launches subject to approval by the River Navigation Administration Council.
