Ex-Collector and District Magistrate of South Goa

  Mr. Narayan Das Agrawal began his distinguished career in the state services in 1986, starting as a Mamlatdar (Revenue Officer) and ultimately retiring as the Collector and District Magistrate of South Goa. Throughout his illustrious career, he held several high-profile positions, including Director of Social Services, Director of Education, Director of Printing and Stationery, and Project Director for Rural Development, among others.

  In every position he held, Mr. Agrawal demonstrated exceptional leadership and administrative acumen. He is widely regarded as one of the most accomplished officers in the state of Goa, having received numerous accolades throughout his career. Notably, he earned the rare distinction of being received four times award by the President of India for his outstanding contributions to public service. In 2009, he was recognized as the Best Civil Service Officer of Goa, and he was also nominated for the prestigious Prime Minister’s Award for "Excellence in Public Administration" for the years 2010-11. Among his many achievements, Mr. Agrawal also played a key role in obtaining ISO certification for the Goa Printing Press during his tenure, further testament to his commitment to quality governance.

  In addition to his administrative expertise, Mr. Agrawal is a prolific author and legal scholar. He has written more than 20 influential publications, including works on key legal frameworks such as the Goa Mundkar Act (1975), the Goa Land Revenue Code (1968), Delegated Laws of Goa, the Code of Communidade, the Panchayati Raj Act (1994), the Municipality Act (1968), the Co-operative Societies Act (2001), and the Town and Country Planning Act (1974). These publications have become invaluable resources and are frequently consulted by courts, lawyers, government departments, and legal professionals across Goa.

  Following his retirement, Mr. Agrawal has continued to serve the public in various capacities. He is currently the driving force behind Goakaido.com, a platform designed to provide legal resources and information to both legal professionals and the general public. Through this initiative, he seeks to continue his passion for public service by offering accessible and insightful legal content.

  After his retirement, the Government of Goa appointed him to several important advisory roles. He served as the Chairman of a Committee tasked with advising the government on how to streamline and simplify administrative procedures within various government departments. In addition, he was appointed as the Commissioner of Inquiry for the Goa Medical College, where he conducted an in-depth review of the institution’s operations. Furthermore, he chaired the Alwara and Mocaso Committees under the Revenue Department of the Government of Goa, overseeing critical reforms. He was also appointed as an advisor to the Departments of Civil Aviation, Social Welfare, and Printing and Stationery, continuing his commitment to public service and governance.
