During my tenure in the government service at various positions, I along with other government officials faced difficulties from the non-availability of updated Acts / Rules /Laws etc. The legal practitioner and also a common man face similar issues. I do recall that Public Interest Litigation was filed in the Honorable High Court of Bombay at Panaji seeking direction to the Government to publish updated Acts/Rules/Laws etc.
I had the opportunity to work as the Director of Printing and Stationery, Government of Goa. Here in I was able to take up the mission of redressing this difficulty. In the following year I was able to bring about the publication of the first ever Compilation of Acts made by the Goa State Legislature titled “Manual of Goa Laws” in many volumes. This was very successful due the excellent response from the legal practitioners, government departments, general public and other stakeholders.
Post retirement, I set myself on the onerous task of compiling the State Rules wholly in my personal capacity.
With the Grace of God and active encouragement of all my earlier Staff of the Department of Printing & Stationery, who had helped and supported me to come up with the earlier Compilation of Acts, I have been able to produce compilation of Rules under title “Delegated Laws of Goa” in two volumes.
Enactment of new Laws and amendment in the existing Laws is continues process. It is difficult to procure such bulky legal books every years by a common man. Online publication with updated laws would help ease the every day tasks of various government officials, all types of legal practitioners as well as the common man. Beside this will further save the environment.
